Is McConnell trying to start another fear tactic or trying to take the peoples mind off of killing medicare?

Both, anything to distract from their plan to kill Medicare, Privatize Social Security and the VA Hospitals and eliminate benefits payments to Disabled Veterans, and he thinks it is a benefit to be able to tie these supposed terrorists 9/11.
